以人民为中心的发展思想研究现状与展望

自党的十八届五中全会提出坚持“以人民为中心的发展思想”以来,专家学者从价值意蕴、科学内涵、理论生成、与其他理论的关系,以及贯彻落实等方面进行了研究并取得丰富的研究成果。但目前的研究也存一些不足,未来研究应坚持问题导向,注重解决人民群众的实际问题;拓宽研究视野,增强研究深度和广度;加强对领导干部如何践行以人民为中心的发展思想的研究,使得以人民为中心的发展思想进头脑、促实践、出成效。     

地方高校推行教师学术休假制度的现实意义与实施策略

教师学术休假是促进教师专业发展的重要形式，是教师自我完善的需要，是提升教师理论水平、科研能力和教学技能的主要手段，是提高教学质量的有效途径。探讨地方高校推行学术休假制的必要性，提出地方高校推行学术休假的建议，对地方高校教师队伍建设具有重要的现实意义。在实施策略上，应注重4个方面：（1）明确参加学术休假的对象主要是教师和教学科研人员；（2）根据教师职业发展的阶段性确定学术休假的时间；（3）合理设置学术休假人员遴选条件，首先应考虑为工作满5年以上的青年教师提供学术休假，其次应考虑为高级职称教师提供学术休假；（4）明确学术休假期间的教师待遇，并加强对学术休假人员的管理。     

EVALUATING THE IMPLEMENTATION OF THE PRISON RAPE ELIMINATION ACT (PREA): A “LESSONS LEARNED” APPROACH

The Prison Rape Elimination Act (PREA) was designed to address sexual violence in prison. While previous has focused on sexual violence occurring in correctional facilities, there has been a dearth of studies that document the expertise, experience, or reflections of program following the cimplementation of PREA- within a correctional system. The current study utilizes a “lessons learned” approach to discuss the impact of the PREA Demonstration Project on a state prison system that includes 19 correctional institutions. Results indicate the benefits of merging the philosophical orientation of key stakeholders, establishing benchmarks, and the need for partnerships with prosecutors. A comparison of the perceptions of correctional administrators, inmates, and front-line correctional officers regarding PREA is included. Also featured are the “lessons learned” from the implementation of PREA into four prison sites, along with the concept of building trust and the impact of lockdowns due to staff shortages.     

Parent/carer views on personal health budgets for disabled children who use rehabilitation therapy services

Personalised budgets are promoted as the person-centred alternative to generically provided services. Nine parents/carers of disabled children (aged 18 years or younger) who accessed at least two rehabilitation therapy services (physiotherapy, occupational therapy, and speech and language therapy) were recruited from one region in England. Focus group/interviews explored their views on the proposed introduction of personalised budgets. Parents and carers viewed a personal health budget with caution and perceived benefits were tempered by their experiences of current provision. Concerns were raised about entitlement and how a personal budget would work in practice.     

运营滞后与信用担保互换下的项目投资决策模型

在项目投资面临运营滞后以及债务融资约束的情形下，基于实物期权框架构建了企业家签订信用担保互换契约的两阶段投资决策模型。运用动态规划以及均衡定价方法，给出了企业家股权及期权价值的显示表达，得到了两个阶段担保成本满足的代数方程，并进一步分析了运营滞后和信用担保下企业家的最优投资决策问题。数值结果表明：外部运营时滞会提高杠杆率，导致企业家提前投资，同时会提高企业家第一阶段债务融资的担保成本，但会降低第二阶段债务融资的担保成本；随第一阶段投资额度逐渐增大，企业家的最优投资水平呈U型变化，第一阶段债务融资时的担保成本单调递减，而第二段债务融资时的担保成本呈现倒U型；企业家两个阶段的融资缺口对项目最优投资水平、最优破产水平以及担保成本有显著影响。     

师范院校通识教育的实施策略

基于通识教育的内涵和师范教育的特性,师范院校通识教育的使命体现在两个层面:终极层面,即"完整的人"的培养;专业层面,即教育信念的培养。师范院校通识教育在理念、课程、教师、教学方式、教学管理等方面还存在问题。改进和完善师范院校通识教育,必须首先确立科学的通识教育理念,明确通识教育的使命,加强对通识教育理念的宣传;从通识教育的理念和使命出发,顶层设计通识教育课程体系;强化通识教育师资建设,建设一支专、兼结合的优质通识教育课程师资队伍;创新通识教育教学方式,积极推进小班讨论教学、研究型教学,强化经典导课程教学,在专业方向课程教学中融渗通识教育,将专业教育和通识教育有机结合;加强通识教育管理工作,探索建立全校层面的通识教育机构,建立通识教育质量评估反馈机制,建立通识教育课程教学助教制,实施双导师制,推进优质通识教学资源共享。     

基于鱼刺图分析法的研究生导师师德师风建设研究 ——以河北工程大学为例

通过对国务院、教育部、河北省和河北工程大学出台的研究生导师立德树人与师德师风建设的系列规章制度进行研读、分析,梳理出研究生导师立德树人行为与师德师风建设的核心要素主要包括十六个维度;引入鱼刺分析图作为分析工具,将研究生导师立德树人与师德师风建设相应的十六个维度核心因素归纳整理为四大类、二十个小类因素,绘制成研究生导师立德树人与师德师风建设影响因素鱼刺分析图,给出了研究生导师立德树人与师德师风建设的影响因素一览表;结合河北工程大学实际,以研究生导师立德树人行为与师德师风建设影响因素鱼刺分析图为分析脉络,经过实地调查、走访,总结了该校研究生导师师德师风与立德树人建设所取得的成绩,发现了该校研究生导师师德师风与立德树人建设所存在问题;提出了优化研究生导师师德师风的实现路径和对策。     

HR systems and leadership attachment affecting idea generation and implementation: An experiment and two-source multi-level study

This paper focuses on the direct and interactive influence of leadership attachment styles (secure, anxious, and avoidant) and commitment HR system on two distinct stages of the individual innovation process—idea generation and implementation. We test our hypotheses in two studies. An experimental study of undergraduate students establishes a positive effect of secure attachment on idea implementation. The interplay between commitment HR system and avoidant attachment marginally predict idea generation; commitment HR system and neither secure nor anxious attachment predict implementation. A multisource multi-level field study in three EU-based private firms replicates the direct role of commitment HR system in stimulating idea implementation (but not generation) and suggests that secure attachment fosters both generation and implementation, whereas anxious attachment hinders both. Moderation analyses support only a marginal interaction between commitment HR system and secure attachment in fostering idea generation. We discuss theoretical, practical, and future research implications.     

To live an ordinary life: resource needs and additional costs for people with a physical impairment

Disabled people face increased risks of living in poverty largely due to lower incomes and extra resource requirements compared to non-disabled people. This study incorporated the social model of disability with an economic approach to costing to estimate the additional costs required by people with a physical impairment to achieve an adequate standard of living in New Zealand. Budgets estimating the additional equipment, modifications, transport, support and time required to achieve an adequate standard of living were developed and validated through focus groups with community members. The findings suggest that reducing barriers involves substantial costs ranging from NZ$645–$2,348 per week.     

Factors Affecting Planned Unit Development Implementation

Planned unit developments (PUD) have been celebrated as one of the few means of escape from the stranglehold of Euclidean zoning but little is known empirically about their use and implementation. In this paper, I present quantitative data from Michigan exploring the factors affecting successful PUD implementation. Results indicate that citizen participation, emphasis of PUD regulations, PUD appeal and differences among key players during PUD review have significant impacts on successful PUD implementation. I also find that Michigan municipalities are more successful at achieving mixed-use, density, preservation, affordable housing, community facilities and design through PUDs than through other regulatory vehicles.
